Warren is an experienced regulatory attorney who previously served as counsel – including senior staff attorney, deputy general counsel, and general counsel – to the North Carolina Utilities Commission (NCUC). While at the NCUC, she served as a trusted advisor to the NCUC commissioners on substantive matters, including order drafting, and was tasked with ensuring the efficiency and procedural integrity of complex and high-profile proceedings.

Prior to joining the NCUC, Warren was in private practice, where she represented high-load industrial energy users before the NCUC.

Warren has extensive knowledge of state regulatory proceedings, including resource planning, review proceedings for proposed infrastructure, investigations, and cost recovery proceedings such as major rate cases and performance-based ratemaking.
