Baker Donelson Welcomes Former In-House Counsel Warren Hicks to Its Raleigh Office

The national law firm Baker Donelson has added Warren Hicks as of counsel in the Firm's Raleigh office. Ms. Hicks joins the Firm as a member of the Corporate Group.

Ms. Hicks is a seasoned regulatory attorney with extensive experience in state utility regulation, energy proceedings, and administrative law. She previously served as counsel, including senior staff attorney, deputy general counsel, and general counsel, to the North Carolina Utilities Commission (NCUC), where she advised commissioners on substantive and procedural matters, drafted orders, and oversaw complex and high-profile proceedings to ensure efficiency and procedural integrity.

"Warren brings a deep understanding of the regulatory landscape and valuable insight into the operations of the Commission," said Sebastian Meis, chair of Baker Donelson's Corporate Group. "Her addition reflects the continued growth of our energy practice and strengthens our ability to guide clients through increasingly complex regulatory matters."

Before joining the NCUC, Ms. Hicks practiced with respected Raleigh-based law firms, where she regularly represented high-load industrial energy users in proceedings before the NCUC and handled a variety of regulatory and environmental matters. Her experience spans resource planning, review of proposed infrastructure projects, investigations, and cost-recovery matters, including major rate cases and performance-based ratemaking.

A native of Greensboro, North Carolina, Ms. Hicks earned her J.D. from Campbell University's Norman Adrian Wiggins School of Law and her B.A. in English and Art History from the University of North Carolina at Chapel Hill.
