Julie Kilgore focuses her practice in the areas of data use, protection, privacy, and cybersecurity and handles complex software and other technology transactions, primarily in the health care space.

Professional Biography


An associate in Baker Donelson's Nashville office, Ms. Kilgore is a member of the Firm's Health Law Group, as well as the Technology and Data Protection, Privacy and Cybersecurity Teams. She focuses her practice on data use, privacy, cybersecurity, and complex technology transactions, primarily in the health care industry, and she is experienced in federal and state privacy, security, and AI governance laws. Ms. Kilgore regularly advises clients on the collection, use, processing, and licensing of data, privacy compliance, and AI governance, and she assists in drafting and negotiating data license agreements and all forms of technology and commercial agreements.

Prior to joining Baker Donelson, Ms. Kilgore served as in-house counsel at a health care technology company, where she advised on product development and negotiated a range of technology and commercial contracts, including data licensing agreements, business associate agreements, software as a service (SaaS) agreements, reseller agreements, and master services agreements.

Ms. Kilgore is a member of Women in Technology of Tennessee (WiTT), the American Health Law Association (AHLA), and Leadership Health Care through the Nashville Health Care Council. She also holds memberships in the Nashville and Tennessee Bar Associations, as well as the Alabama State Bar.

  • Represented a leading behavioral health physician group in the procurement and negotiation of a master services agreement for the development of an AI platform intended to enhance clinical care and health care operations, addressing various legal issues, including data privacy and emerging artificial AI laws.

  • Represented a national post-acute care provider in a joint venture to develop an AI coding tool, advising the internal AI steering committee, reviewing proposed agreements, and addressing various legal issues related to data privacy and AI laws.
