William Maddrey is an associate in Baker Donelson's Raleigh office and a member of the Health Law Group.

Professional Biography


William helps providers navigate issues regarding various regulatory, compliance, enforcement, and litigation matters. He advises clients on Certificate of Need (CON), Medicare/Medicaid enrollment and licensure issues, appeals of quality-of-care issues, and transactional matters. He has represented clients of all sizes ranging from small providers to large hospital systems. His experience includes providing legal counsel on how to resolve disputes with state and federal government entities. He not only litigates claims in court but helps identify solutions which avoid legal intervention. 

William is an experienced litigator who has appeared before the North Carolina Office of Administrative Hearings, North Carolina Superior Courts, the North Carolina Court of Appeals, and the North Carolina Supreme Court.

Before joining Baker Donelson, William served in the North Carolina Attorney General’s Office in the Health Services Section. In that position, he served as primary attorney for the Health Care Personnel Registry Section of the Department of Health and Human Services, Health Services Regulation Division. William also represented the Adult Care Licensure Section, Mental Health Licensure Section, Office of Emergency Medical Services, and Nurse Aide Registry Section. His representation of these various agencies included defending agency actions in court and representing the agencies throughout settlement negotiations. William also wrote and filed briefs for the State in the North Carolina Court of Appeals and North Carolina Supreme Court as part of the criminal brief rotation.
