Drew Snyder, a strategic affiliate of Baker Donelson, has deep, hands on experience in federal health policy and operations as the former Deputy Administrator at the Centers for Medicare & Medicaid Services (CMS) and Director of the Center for Medicaid and CHIP Services.

Overview

  • University of Virginia School of Law, J.D., 2007
  • University of Mississippi, B.B.A., 2003, summa cum laude
  • Mississippi, 2007

Drew Snyder brings unparalleled depth in Medicaid and CHIP leadership to his practice, having most recently served as Deputy Administrator and Director of the Center for Medicaid and CHIP Services (CMCS) at CMS. In this capacity, he provided oversight for national policy execution and program administration affecting nearly 80 million Americans under Medicaid and CHIP programs, which together represent approximately $1 trillion in annual federal and state spending. During his tenure, Drew spearheaded regulatory and policy reforms to refocus Medicaid's mission and was instrumental in the administration's negotiations to secure passage of the One Big Beautiful Bill Act, which was signed into law on July 4, 2025.

Before serving as the head of Medicaid at CMS in Washington, Drew led the Mississippi Division of Medicaid for nearly seven years as executive director. Under his leadership, the agency overcame a projected deficit, sustained a nine-figure reserve, modernized operations, and maintained balanced budgets even amid a decade-long enrollment surge. The agency also implemented transformational payment reform that generated significant additional revenue for the state's hospitals.

Prior to that, Drew held senior roles in Mississippi state government, including as Deputy Chief of Staff and Counsel to the Governor and Assistant Secretary of State for Policy and Research, where he honed his skills in legislative and regulatory strategy.

Drawing on this senior federal leadership experience, Drew advises health systems, managed care organizations, payors, life sciences companies, and technology firms on Medicaid policy development, regulatory pathways, program integrity, financing, and state and federal implementation. Clients rely on him to translate federal priorities into actionable strategies, whether navigating complex waivers, structuring value-based arrangements, engaging effectively with CMS and state agencies, or pursuing funds through the newly created Rural Health Transformation Program.
