The law firm of Baker Donelson has named new leaders within its Health and Government Solutions Department. Robert Wells has been named chair of the Health and Government Solutions Department, and Matthew W. Wolfe has been named leader of the Health Law Group.
As chair of the Health and Government Solutions Department, Mr. Wells will oversee the Firm's nationally recognized Health Law Group, its Health Care Litigation Group, and its Government Solutions and Public Funding Group. He previously served as leader of the Firm's Health Law Group and is the former co-leader of the Health Care Regulatory Team. He also serves as a member of the Firm's Board of Directors.
In his role as leader of the Health Law Group, Mr. Wolfe, who currently serves as managing shareholder of the Firm's Raleigh office, will oversee one of the nation's leading health care practices comprised of more than 200 regulatory and transactional lawyers across 12 states and Washington, D.C.

While serving in these leadership roles, Mr. Wells and Mr. Wolfe will both maintain their legal practices.
A shareholder in the Firm's Baltimore office, Mr. Wells focuses his practice primarily on fraud and abuse issues. He represents clients in health care regulatory and corporate matters, drawing upon nearly 30 years of experience advising long-established and emerging health care companies on achieving their business objectives while complying with complex federal, state, and international health care requirements.
Mr. Wells routinely handles complex legal and operational matters, including developing, implementing, and evaluating corporate compliance programs for providers across the health care industry. He has represented for-profit and non-profit health care organizations, including hospitals, health systems, drug and device manufacturers and distributors, independent clinical laboratories, long term care facilities, trade associations, and physicians.
A graduate of Ohio State University College of Law and West Virginia University, Mr. Wells is listed in Chambers USA as a leading Health Care lawyer in Maryland (2021 – 2026) and in The Best Lawyers in America® for Health Care Law (2020 – 2026). He was named a 2025 and 2026 Thomson Reuters Stand-out Lawyer and recognized as one of The Daily Record's and Maryland State Bar Association's 2024 Leaders in Law honorees. Mr. Wolfe's practice is focused on providing counsel to health care clients that are growing, entering, or otherwise adapting to the increasingly complex health care industry. He represents clients in connection with a broad array of legal and regulatory actions and represents providers in matters before licensing boards and other regulatory bodies.
Mr. Wolfe also helps clients resolve disputes with state and federal government entities through administrative, state, and federal litigation. His clients include health systems, acute care hospitals, psychiatric hospitals, physician practices, federally qualified health centers, behavioral health agencies, home health agencies, hospice providers, skilled nursing facilities, adult care homes, durable medical equipment suppliers, licensed professionals, and health IT and billing vendors. His litigation experience extends beyond health care to encompass other highly regulated fields, including education, energy, security, and transportation.
Mr. Wolfe is recognized in Chambers USA as a leading Health Care lawyer in North Carolina (2022 – 2026) and in The Best Lawyers in America® for Health Care Law (2019 – 2026) and Administrative/Regulatory Law (2023 – 2026). He is a member of the American Health Law Association, where he was vice chair of the Behavioral Health Practice Group. He serves on the Law360 North Carolina Editorial Board and is President of the North Carolina Society of Health Care Attorneys. Mr. Wolfe is a graduate of Duke University School of Law and the University of Rochester.
