New FEMA Thresholds and Indicators for Fiscal Year 2022

• The threshold for Public Assistance Small Projects is $139,800. Grants at or below this amount may use the simplified procedures found in section 422 of the Stafford Act. https://www.federalregister.gov/documents/2021/11/15/2021-24753/notice-of-adjustment-of-disaster-grant-amounts
   
• The maximum amount of Individuals and Households Program (IHP) financial assistance provided to an individual or household for a single emergency or major disaster is $37,900 for housing assistance (including hazard mitigation) and $37,900 for other needs assistance. In accordance with 44 C.F.R. 61.17(c), this also increases the maximum amount of available coverage under any Group Flood Insurance Policy (GFIP) issued for an IHP recipient. https://www.federalregister.gov/documents/2021/11/15/2021-24755/notice-of-maximum-amount-of-assistance-under-the-individuals-and-households-program
   
• The Statewide Per Capita Impact Indicator is $1.63. Per 44 C.F.R. 206.48, when evaluating a governor's request for Public Assistance, FEMA applies this amount to the population of the state to measure the overall financial impact of a disaster. https://www.federalregister.gov/documents/2021/11/15/2021-24751/notice-of-adjustment-of-statewide-per-capita-impact-indicator
   
• The Countywide Per Capita Impact Indicator is $4.10. Those interested in the Statewide Per Capita Indicator should also review FEMA's December 14, 2020 Proposed Rule, in which FEMA expressed its interest in raising the per capita indicator and the minimum threshold. FEMA took public comment on the proposed rule (many comments focused upon the timing of such a change in the midst of a pandemic) but has not issued a final rule implementing any change.
