Jeffrey Hochstetler represents health care providers and organ procurement organizations in navigating complex legal and regulatory challenges.

Professional Biography


Mr. Hochstetler is a member of the Health Law Group. His practice focuses on advising health care providers, organ procurement organizations (OPOs), tissue banks, and other industry clients in navigating complex legal and regulatory challenges related to organ donation and transplantation.

Prior to joining Baker Donelson, Mr. Hochstetler served a variety of governmental clients. Most recently, as Chief Solicitor in the General Counsel Division of the Baltimore City Law Department, he provided advice and counsel to the mayor, city council, and city agencies on an array of matters, including government investigations, legislative analysis, public policy, contracts review, and compliance with transparency, privacy, and ethics laws. He also previously served as the director of the City Board of Ethics and as an Assistant Attorney General in the Office of the Attorney General of Maryland, where he provided state and local entities with guidance on a variety of complex legal issues and served as primary counsel to the Public Information Act Ombudsman, Public Information Act Compliance Board, and the Open Meetings Compliance Board.

Mr. Hochstetler also has experience as a litigator representing Baltimore City. His litigation experience informs all areas of his representation and allows him to offer clients a risk management and mitigation perspective.

  • Provided guidance to an organ procurement organization on compliance of organ recovery procedures with the Uniform Determination of Death Act.

  • Assisted a newly formed governmental entity in complying with enabling legislation, working with inter-governmental partners, and educating the public.

  • Guided a governmental client in the successful petition for judicial review of an erroneous state compliance board decision related to a high-profile government investigation.

  • Advised a state agency in adopting new regulations, including the drafting, notice, and comment process, and final publication and implementation.

  • Assisted a state administrative oversight board in expanding its jurisdiction through the legislative process, including drafting legislation and working with stakeholders and legislators on final passage.

  • Managed a local administrative oversight board's successful investigation into and enforcement of a serious and high-profile conflict of interest violation.

  • Represented a government client in drafting and passing legislation strengthening local consumer protection law.

  • Advised a local governmental client in the renegotiation of multimillion-dollar public infrastructure lease terms.

  • Successfully defended a governmental client against tort liability in a state jury trial.
