On Monday, August 6 from 3:40 – 4:30 p.m., Ms. Ellard will co-present a breakout session on "FEMA Procurement Requirements: What's New and What Do You Need to Do to Comply?" with Martha Duggan, director of regulatory issues with the National Rural Electric Cooperative Association. This session will review recent FEMA actions with regard to procurement requirements, including gifts and gratuities regulations, socio-economic contracting, and purchasing cooperatives. After attending the session, participants will be able to:

  • Implement procurement processes necessary to follow when seeking FEMA reimbursement;
  • Spot common emergency contracting pitfalls and identify solutions to mitigate reimbursement risks;
  • Recommend policy on gifts and gratuities to comply with FEMA requirements; and
  • Explain procedures to maximize reimbursement probability when purchasing from supply cooperatives.

The Tax, Finance & Accounting Conference for Cooperatives is the premier national conference for cooperative tax, finance and accounting professionals, and the two-and-a-half day program offers proven strategies, tools and resources to help co-ops increase efficiencies, improve financial controls, streamline regulatory compliance and make transactions manageable. Attendees will hear from industry experts on a range of topics that impact our industry, network with colleagues, share expertise, successes and lessons learned. The conference is specifically designed for CFOs, managers, directors, and vice presidents of finance and administration; accountants; and other electric co-op staff with accountant responsibilities.
