As part of additional COVID relief, the American Rescue Plan Act of 2021 (ARPA) implemented a six-month 100 percent COBRA subsidy for individuals losing health coverage on account of involuntary termination of employment or reduction in hours. Employers are tasked with the administration of this subsidy and with notifying eligible individuals of their rights. On April 8, 2021 the U.S. Department of Labor released initial guidance providing employers model notices and a clearer understanding of their obligations.
