Overview

As a member of Baker Donelson's Business Litigation Group, Ms. Brooks practices in the areas of environmental and land use regulation and litigation, business and administrative litigation, local government law, and appeals. She represents corporate and individual clients, and local governments, across Florida and the Southeast United States.

Prior to joining Baker Donelson, Ms. Brooks clerked for the Honorable Scott D. Makar of the Florida First District Court of Appeal.

Representative Matters
  • Multiple engagements with local governments and governmental entities litigating and advising on PFOS/PFAS contamination.

  • Multiple engagements with clients in the food and drug industry and consumer product manufacturing industry advising on compliance with California's consumer protection law "Proposition 65" or "Prop 65."

  • Multiple engagements with clients in the consumer product manufacturing industry, particularly for disinfectants, advising on compliance with FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act).

  • Multiple engagements with private businesses litigating under the Civil Rights Act of 1871, 42 U.S.C. § 1983, where government acts under state-level or local law to deprive rights created by the U.S. Constitution or federal statutes.

  • Successfully defended a Florida-based limestone mine company in a breach of contract action and counterclaim.

  • Represented one of the nation's largest banks as local counsel conducting state and federal environmental and land use due diligence for Reedy Creek/Walt Disney World.

  • Multiple engagements with investment firms conducting state and federal environmental and land use due diligence for solar projects in the southeastern U.S.
