Joe Whitley to Co-Chair Georgia Health Care Fraud Institute


Joe D. Whitley, a shareholder in Baker Donelson's Atlanta and Washington, D.C. offices and chair of the Firm's Government Enforcement and Investigations Group, will serve as co-chair of the Georgia Health Care Fraud Institute, presented by the State Bar of Georgia on December 6 in Atlanta, Georgia.

The Health Care Fraud Institute will be a full-day conference covering topics such as government enforcement of federal and state health care fraud initiatives, statistical sampling and medical necessity, a Stark Law update, enforcement related to the opioid crisis, recent developments in health care False Claims Act cases, and new trends and theories in False Claims Act investigations and enforcement.

Also included among the event's speakers are Joy Boyd Longnecker and Thomas H. Barnard, both of Baker Donelson's Government Enforcement and Investigations Group. Ms. Longnecker will serve as a panelist discussing "Statistical Sampling & Medical Necessity: Discussion of U.S. ex rel Misty Wall v. Vista Care", and Mr. Barnard will moderate a panel discussion on "Peering Into the Crystal Ball: New Trends & Theories in FCA Investigations and Enforcement."

Mr. Whitley represents clients nationally and internationally in white-collar criminal matters and regulatory enforcement, corporate internal investigations, Foreign Corrupt Practices Act and U.S. export controls and compliance. Prior to joining the Firm, he had a wide-ranging career in the Department of Justice. Mr. Whitley also served under five U.S. Attorneys General and four presidents in a number of key operational and policy positions, including his appointment in 2003 by President George W. Bush as the first General Counsel of the U.S. Department of Homeland Security, the highest-ranking legal official in DHS. Mr. Whitley continues to have a Homeland Security practice, and for the last 12 years has chaired the American Bar Association's Administrative Law & Regulatory Practice Homeland Security Law Institute.
