Overview

Amit Rao advises health care stakeholders on how best to adapt to the rapidly evolving health policy landscape and proactively capitalize on emerging market and policy opportunities. Amit's focus areas include Affordable Care Act (ACA) implementation, health insurance market trends, and payment and delivery system reforms in Medicare and Medicaid. Amit translates key health care legislative, regulatory, and market developments across these areas for a public-facing audience and provides clients strategies for driving their agenda within the highly complex and fast-paced congressional and regulatory policymaking environment.

After joining Baker Donelson as a senior policy analyst in May 2017, Amit steered a major hospital system in southern Mississippi through the federal grants process, securing $472,835 to fund innovative telehealth services for an estimated 200,000 rural, underserved patients. He also managed a one-year research initiative on behalf of a major foundation to identify federal, state, and private sector policy recommendations to accelerate the delivery of higher quality health care at lower cost. .

Previously, Amit worked as a senior policy analyst and manager of government affairs at Horizon Government Affairs. At Horizon, Amit analyzed and developed bipartisan policy solutions to improve health coverage affordability across commercial insurance, the public insurance exchanges, Medicare, and Medicaid. He also forged consensus on policy priorities and coordinated advocacy strategy for two multi-stakeholder coalitions of payers, large employers, life sciences companies, patient advocacy organizations, and providers. On behalf of the coalitions, Amit initiated and spearheaded a transparency report card assessing how effectively the public insurance exchanges serve consumer-shopping needs for health insurance in 2016 and 2017; the report prompted DC Health Link to implement the coalition's recommendations for new consumer decision-support tools in 2017.

Before Horizon, Amit worked as a senior policy analyst for Breakaway Policy Strategies, a boutique start up health industry consulting firm. At Breakaway, Amit provided tailored health care trend research and analysis for a broad range of industry stakeholders. He also led the junior staff team in database design, data collection, and data validation for Breakaway's Health Insurance Exchange Compare, a public dataset of premiums and cost sharing for all ACA silver insurance exchange plans (8,000+ total) in all 50 states and the D.C. for 2014 and 2015. Prior to joining Breakaway, Amit started his career as a project assistant at the Bipartisan Policy Center. He graduated from the University of North Carolina at Chapel Hill with a Bachelor of Arts in both political science and philosophy and a minor in public policy.

From 2014 – 2018, Amit served as chair of the Society of Health Policy Young Professionals, a 220-member volunteer-based nonprofit that empowers D.C.'s next generation of health policy leaders through providing opportunities for networking, career development, and policy education.
