Ms. Ramsay draws upon her experience in public service and design engineering to assist clients with a variety of policy and technology issues. Her clients range from established Fortune 100 companies to technology start-ups. Ms. Ramsay supports clients' efforts in strategic planning, programmatic review, proposal review and assistance, advice and cost-benefit analysis on mergers and acquisitions, business development efforts, communications assistance for government stakeholders, and federal coordination efforts.
Ms. Ramsay has developed an understanding of the inner workings of the government and how businesses can position themselves to maximize opportunities. Her work involves consultation, coordination, and negotiation with members and staff in Congress. These relationships allow her to achieve her clients' legislative goals through strong, bipartisan advocacy. She has extensive knowledge of federal agency budgets, policies, and programs. Ms. Ramsay continues to maintain active United States Government security clearances at the Top Secret/Special Compartmented Information (TS/SCI) level.
Ms. Ramsay started her career as a systems engineer and program manager designing cutting-edge, technology based, system of systems/internet of things. She has extensive experience with space systems, missile defense, and cyber/information operations. She has managed teams of hardware and software engineers in the requirements allocations and model-based systems engineering design and developments for multi-billion-dollar national security programs.
Prior to joining Baker Donelson, Ms. Ramsay worked on a variety of federal policies and programs in both the public and private sectors. Most recently, Ms. Ramsay was a professional staff member on the House of Representatives Appropriations. She has worked at the Office of Management and Budget, the Congressional Budget Office, and as a Brookings Institute Fellow in Senator Patty Murray's office. She has also worked in the private sector as a design engineer and program manager at Raytheon, TRW, and Booz Allen Hamilton. Ms. Ramsay's career has provided her with strong personal relationships throughout Congress, various federal agencies, and industry.
