Multiple state health insurance exchanges, which were implemented as a part of the Patient Protection and Affordable Care Act (ACA), have undergone significant changes and faced significant challenges in 2015.
In this Wolters Kluwer Health Law Daily article, Layna Cook Rush noted why states might consider a hybrid exchange model, such as federally-supported marketplaces or state partnership marketplaces. "Significant expense goes into establishing a state run exchange. State exchanges still struggling with technical difficulties or enrollment issues may very well consider a federal partnership so that the state can still take advantage of the resources that it has already expended," said Ms. Rush.
