Baker Donelson Expands Health Law Group with Addition of Three Attorneys


(Washington, D.C. / July 6, 2015) Baker Donelson has expanded its Health Law Group with the addition of James M. Burns and the return of Donna K. Thiel and Tracy E. Weir. The three attorneys join the Firm's Washington, D.C., office as shareholders.

Philip S. McSween, chair of Baker Donelson's Health Law Group added, "Jim's proficiency in antitrust law related to health care and insurance, and Donna's and Tracy's backgrounds in Medicare compliance and health care litigation, make them key additions to our health law group, enhancing our ability to seamlessly serve clients throughout the country."

Mr. Burns joins Baker Donelson from Dickinson Wright PLLC, where he was co-chair of that firm’s antitrust practice. He brings more than 25 years of antitrust law experience to the Firm, with a particular focus on the representation of health care and insurance industry clients in antitrust matters.  He has litigated antitrust and related claims in trial and appellate courts across the country, and has represented clients before the Department of Justice Antitrust Division and the Federal Trade Commission on antitrust investigations and merger transactions.  Mr. Burns will serve as co-chair of Baker Donelson’s health care antitrust initiative. He is a fellow of the American Bar Foundation and has been active in the leadership of the American Bar Association's Antitrust Section for many years, and he currently chairs the Antitrust Section's Legislative Committee. Mr. Burns is also a frequent author on antitrust law topics and serves on the Advisory board of the Bloomberg BNA Pharmaceutical Law & Industry Report.

Ms. Thiel joins the Firm from King & Spalding and concentrates her practice on regulatory issues affecting health care providers and practitioners in their own operations, transactions and compliance efforts, with particular focus on Medicare and Medicaid payment systems. She also has a comprehensive health care litigation background and routinely represents clients before the Centers for Medicare and Medicaid Services, the Office of the Inspector General of the Department of Health and Human Services, and the administrative law judges of the Office of Medicare Hearings and Appeals. A frequent speaker and author on topics of health care regulation, compliance, fraud and abuse and reimbursement issues, Ms. Thiel has been listed in Chambers USA since 2009 and in Washington D.C. Super Lawyers since 2012. She is a member of the American Health Law Association and the Health Law Sections of the D.C. and American Bar Associations.

Ms. Weir, also joining Baker Donelson from King & Spalding, represents clients in a broad range of matters, including Medicare reimbursement and compliance, administrative appeals before the Office of Hearings and Appeals, and the 340B Drug Pricing Program. She also routinely counsels clients on health data privacy and security matters arising under HIPAA, HITECH and state data breach laws. Ms. Weir was recognized as a Rising Star in the 2013 edition of Washington D.C. Super Lawyers in the area of Health Care.  A member of the American Health Law Association, Ms. Weir is also a member of the Health Law and Antitrust Law Sections of American Bar Association, where she previously served as vice chair of the Antitrust Section's Health Care and Pharmaceuticals Committee.
