Bill O'Connor is a Certified Information Systems Security Professional, Certified Information Privacy Professional and a member of the Firm's Privacy and Information Security Team, as well as the Corporate Finance & Securities Group. Bill focuses his practice on technology, information security and privacy, HIPAA compliance, emerging companies, general corporate matters, mergers and acquisitions, and securities. Bill counsels clients on a variety of privacy and information security matters arising under both federal and state laws, including identifying, evaluating and managing risks associated with privacy and information security practices of companies and third parties. Bill's experience includes developing comprehensive privacy and security programs, preparing and negotiating business associate agreements, drafting website privacy and terms of use agreements, mergers and acquisitions, private equity and venture capital transactions, business entity formation and general corporate matters, preparation and review of Securities and Exchange Commission filings, and Securities Act compliance.

Bill has extensive experience in the technology industry. Prior to entering law school, Bill worked as a systems manager and technology officer, where he designed and developed software, databases, network and systems security infrastructure, and disaster recovery plans. In addition, Bill developed policies, procedures and reports for information security and technology audit compliance.

While in law school, Mr. O'Connor was an extern for the Honorable Judge David S. Kennedy and the Honorable Judge George W. Emerson, Jr., both of the United States Bankruptcy Court.

  • Assisted multiple clients with website terms of use and privacy policies.
  • Counseled client on compliance with the Fair Credit Reporting Act.
  • Assisted multiple clients with preparation of comprehensive privacy and security programs.
  • Assisted a consulting client with compliance with U.S. privacy laws.
  • Representation of venture capital firms in connection with startup accelerators, related investment vehicles and investments in portfolio companies.
  • Representation of private equity fund manager in connection with formation of multiple funds, development of offering materials, SEC filings and state securities filings.
  • Assisted multiple clients in obtaining development incentives through real and personal property PILOT transactions.
  • Forming and advising early stage clients.
  • Working with accelerator and incubator programs for entrepreneurs.
