The Honorable Ellen Tauscher joined the Firm in 2012 after service as the Under Secretary of State for Arms Control and International Security Affairs and 13 years in the U.S. House of Representatives. During her time in Congress, Ms. Tauscher served on the House Armed Services Committee and as chairman of the Strategic Forces subcommittee. She has been instrumental in solidifying Baker Donelson's growing position as a recognized leader in trade policy and defense-related issues in Washington, D.C. Ms. Tauscher's experience and expertise are critical to Baker Donelson's effectiveness in advising U.S. and foreign military suppliers on the best ways to navigate the federal procurement system, particularly as it relates to combat zone contracting and contracting with the U.S. government overseas. Our team works to help contractors effectively navigate the complex system of export control laws that regulate the transfer of goods, technology, software, services and information to foreign nationals and foreign destinations. We also have a profound understanding of compliance with the Arms Export Control Act (AECA), the International Trafficking in Arms Regulations (ITAR) and other relevant laws and regulations, including the Export Administration Regulations (EAR). The Baker Donelson team supports client compliance with these export control laws by establishing and implementing internal procedures and training programs, assisting with licensing issues, conducting comprehensive audits and investigations, and responding to federal agency inquiries.
Doreen Edelman has more than 20 years of experience helping companies develop and expand their global businesses. She ensures that companies are compliant with import and export compliance obligations with the Bureau of Industry and Security at the Department of Commerce, the Directorate of Defense Controls at the Department of State, and the Office of Foreign Assets Control of the Department of Treasury. Ms. Edelman prepares agency, distribution, licensing and joint venture agreements for large and small companies expanding into new markets while managing risks and increasing profits. She performs internal FCPA and export compliance audits programs, and training and assists with U.S. government investigations, including criminal trials. She determines product classifications, country of origin labeling, and drafts protests, licensing applications, and voluntary disclosures. Ms. Edelman was selected as a Super Lawyer, has a monthly export column in Corporate Compliance Insights, and serves as general counsel to the American Turkish Council.
Ms. Edelman is an expert in trade compliance issues and works with companies to design networks or local wholly-owned companies. Our team considers tax and holding company issues and explains local legal considerations one county at a time. Our corporate planning includes consideration of free trade agreements and off-shore ventures to minimize duties and analyze potential benefits to our client's sourcing and logistic structure from global trade agreements.
Baker Donelson's National Security Group has been augmented with the addition of Senior Public Policy Advisor Steven Hyjek. With over 30 years of extensive experience in government defense programs, international defense contracting, defense policy, procurement and military base enhancement and promotion issues, Mr. Hyjek has a comprehensive track record of success.
Mr. Hyjek previously served for 25 years as a principal in the lobbying and federal marketing firm of Hyjek & Fix, Inc. He successfully represented U.S. and international corporations, serving as an advocate for their specific interests with the Congress and pertinent federal agencies. Prior to joining the private sector, he served as a congressional liaison representative for the Secretary of the Army and as an aide for U.S. Senator Robert T. Stafford of Vermont.
In addition, Mr. Hyjek has successfully advised multiple public sector clients as the lead consultant during each of the base realignment and closure rounds dating back to 1991. He has developed and executed strategies for his military base clients which resulted in the gain of over 50,000 full-time equivalent positions and helped secure over $700 million in Congressionally-approved military construction funding (over 90 percent of which remains in local communities).
Since joining the Firm in 2007 as a senior public policy advisor, Mark Van de Water has represented a broad-based set of clients principally in the areas of defense, aerospace, homeland security and transportation. As a former Appropriations Committee senior staff member, he works very closely with Congress and executive branch agencies in formulating and communicating public policy recommendations. Mr. Van de Water's focus is on increasing client revenue by building awareness and program support through traditional and non-traditional strategies. He represents the diverse interests of both international and U.S.-based companies seeking to expand into new domestic and international markets. Mr. Van de Water's background as a senior staff member for the Appropriations Committees in both the U.S. House of Representatives and the U.S. Senate provides his clients with a comprehensive knowledge of the Congressional appropriations and authorization process.
