Following 9/11 and a radical change in global airport security, Baker Donelson's public policy advisors successfully lobbied Congress to secure more than $500 million in federal appropriations for explosive detection systems (EDS). Today, our client's EDS is one of only three companies whose system has been certified by the U.S. government and deployed at airports across the United States and in foreign countries.
We work to secure federal funding for a wide range of clients year after year, including corporations, nonprofits and trade associations, as well as states, municipalities, infrastructure interests and others.
The appropriations bills written by the House and Senate committees each year influence every activity the federal government undertakes, and constitute the only legislation that the Congress must pass annually. With a former majority staff director of the Senate Committee on Appropriations and advisors with past experience serving the U.S. House and U.S. Senate Appropriations panels, the Baker Donelson Appropriations Group understands the process from the inside.
Our advisors understand the intricacies and importance of timing in the appropriations process. When the Administration’s budget requests are formulated, advisors initiate advocacy on behalf of their clients. Moving forward, advisors continually track and analyze budget requests as they are submitted to Congress, carefully monitoring the various phases of congressional consideration until agency budgets are finalized.

Accomplishments include:
- Working with Congress to secure financial relief for U.S. airlines due to losses stemming from the Iraq war and loss of passenger traffic. The new legislation also requires the Transportation Security Administration (TSA) to reimburse U.S. airlines for new security requirements.
- Securing $120 million federal financing commitment for a major expansion of one of the largest airports in the United States.
- Assisting a client in forging an agreement worth more than $30 million with the Department of Health & Human Services (HHS) to license one of its information technology products.
- Obtaining a $21 million demonstration program with HHS and the Centers for Medicare & Medicaid Services (CMS) to provide the first-ever pay-for-performance program in the history of the Medicare program.
- Securing $12 million for the Special Olympics International Games.
